Caps maximum sound level of emergency signal devices at 90 dB(A) when measured at 50 feet from the vehicle's front, changing previous language that required exceeding this threshold.

Requires testing and certification of emergency signal devices within one year of the law's effective date and every two years thereafter to verify compliance with sound and tone standards.

Allows owners or operators to submit a hardship plan to the commissioner for compliance within two years instead of one year if meeting the standards would create undue burden.

Removes previous exemption that excluded police department, fire department, and medical emergency vehicles from these requirements.
