Expands the definition of "beverage" to include all carbonated and non-carbonated drinks for human consumption, including milk, dairy products, sports drinks, teas, juices, and all alcoholic beverages.

Excludes infant formula, syrups, concentrated forms, medicinal liquids, frozen products, instant drink powders, broths, soups, and yogurt from the bottle bill requirements.

Increases the minimum refund value (deposit) on beverage containers from five cents to ten cents.

Raises the quarterly payment requirement from deposit initiators to the state from eighty percent to ninety percent of their refund value account balance.

Dedicates fifty percent of collected revenue to the environmental protection fund and allocates five and one-half percent quarterly to registered redemption centers, effective on the first quarterly period after enactment.
