Authorizes the New Rochelle City Council to establish a residential parking permit system in the Sutton Manor neighborhood on Farragut Circle, Decatur Road, and Sutton Manor Road to address parking shortages and neighborhood disruption caused by non-resident parking.

Exempts commercial/retail zoned properties and electric vehicles (registered under Vehicle and Traffic Law Section 404-a) from permit requirements.

Requires the local ordinance to specify permit fees, operating hours and days, and must reserve at least 20 percent of parking spaces for non-residents with short-term parking of at least 90 minutes available.

Mandates a public hearing following municipal home rule procedures before any ordinance can be adopted.

Directs permit fee revenues to the city's general fund.
