Adds Section 89-x to allow Monroe County deputy sheriffs-civil to retire after 25 years of creditable service without regard to age, as an alternative to other retirement plans.

Monroe County must adopt a resolution by December 31, 2023 to extend these retirement benefits to eligible deputy sheriffs-civil, with past service costs payable over either a 5-year or 10-year period.

Establishes a service retirement benefit of one-fiftieth of final average salary per year of credited service, not to exceed one-half of final average salary upon completion of 25 years of service.

Permits members covered under Article 14 to make an irrevocable election by December 31, 2023 (or within one year of hire) to forfeit Article 14 benefits in favor of the 25-year retirement plan.

Monroe County bears all past service costs associated with implementing these provisions, estimated at approximately $199,000 as a one-time payment plus approximately $26,000 in annual contributions for affected members.
