Expands disability eligibility to include inability to work for medical treatment of serious health conditions not arising from employment, effective immediately upon enactment.

Reduces employment requirement for family leave eligibility from 26 weeks to 4 weeks, aligning it with disability insurance requirements.

Expands definition of "family member" for paid family leave to include any individual related by blood or whose close association is equivalent to a family relationship.

Increases paid family leave benefits starting January 1, 2024 to 90% of wages up to 50% of state average weekly wage and 67% of wages above that threshold, and extends same benefit formula to disability benefits.

Extends family leave eligibility to unemployed workers who need family leave beginning January 1, 2024, and makes technical gender-neutral language updates throughout the law.
