Adds new section 27-0111 to Environmental Conservation Law defining "dumping" as throwing, depositing, or placing refuse, trash, garbage, rubbish, litter, or offensive matter in unlicensed or unpermitted areas.

Prohibits dumping on public property including sidewalks, streets, parks, public places, wharfs, piers, docks, bulkheads, slips, navigable waterways, and other state or municipally owned areas.

Establishes penalties of $500 for first offense and $1,000 for second and subsequent offenses, plus fines equal to all cleanup and decontamination expenses incurred by the commissioner.

Allows witnesses to submit evidence of violations (videos or license plate photos) to the commissioner and receive a discretionary reward if the evidence leads to a fine.

Takes effect immediately upon enactment.
