Establishes the "New York textile act" to support and promote animal and plant fiber agriculture, fiber processing, and textile manufacturing in New York state as economic development priorities.

Creates a Natural Fiber Textile Development Council within the Department of Agriculture and Markets with 12 members (including commissioners/designees and representatives from fiber producers, textile manufacturers, designers, and academic institutions) to coordinate policy and increase private investment in New York-produced textiles.

Adds new award category "New York Animal or Plant Fiber and Textile Award" (fourth annual non-monetary award) to recognize farmers, fiber processors, and textile manufacturers for marketing New York state-grown or produced textiles.

Expands state procurement preferences to include animal and plant fiber products and textile products manufactured from New York fibers, with discretionary purchasing authority up to $200,000 without formal competitive process for such commodities.

Amends economic development law to authorize the Department of Economic Development to promote fiber production and textile manufacturing expansion, conduct research and development, and cooperate with private and governmental entities in the animal and plant fiber and textile industries.
