Commissioner of the Office for People with Developmental Disabilities must hire an independent firm to conduct a comprehensive study on eligibility criteria and service distribution for developmental disability services in New York State.

Study report must be completed and submitted to legislative leaders and the governor's office within one year of the law's effective date, and made publicly available on the office's website.

Report must analyze the number of applicants approved and denied for services within the last five years, the effectiveness of the Adaptive Behavior Assessment System for determining eligibility, and appeal outcomes for denied applicants.

Independent firm must separate findings by region to identify underserved areas and provide recommendations on additional state actions to ensure eligible individuals receive services.

Commissioner is authorized to request data and resources from other state departments, divisions, and agencies as needed to support the study, and must promulgate necessary rules and regulations to implement the law.
