Prohibits operating sound devices in motor vehicles so that sound is plainly audible 25 feet or more away, or louder than necessary for hearing inside the vehicle in areas near churches, schools, hospitals, and public parks.

Exempts law enforcement vehicles, emergency vehicles, and motor vehicles used for business or political purposes that normally use sound devices from the amplified sound restrictions.

Establishes penalties as noncriminal traffic infractions: $40 for first offense, $100 for second and third offenses, and $200 plus possible vehicle confiscation for subsequent offenses.

Requires the department to define "plainly audible" and "convenient hearing" and establish standards for how law enforcement should measure sound.

Requires passenger motor vehicles with rigid, fixed, or permanent attachments that increase vehicle height, are wired to or powered by the vehicle, or require specialized truck classification to register as commercial class vehicles.
