Proposes adding a new section 20 to Article 1 of the New York State Constitution prohibiting denial of equal rights based on race, color, ethnicity, national origin, disability, sex (including pregnancy and pregnancy outcomes), sexual orientation, gender identity, and gender expression

Prohibits government entities and those acting on behalf of the government from discriminating against any person based on the listed characteristics, whether in intent or effect

Permits adoption of laws, regulations, programs, and practices designed to prevent or dismantle discrimination based on these characteristics

Preserves existing constitutional protections for religion set forth in Articles 3 and 11

Requires the amendment to be referred to the first regular legislative session after the next general election of assembly members, with publication for three months before such election
