Removes school districts from New York State Constitution Article 8, Section 4, eliminating constitutional debt limits that previously applied to school districts.

Narrows the scope of entities subject to indebtedness limitations to counties, cities, towns, and villages only.

Eliminates the previous 5% debt limit for school districts coterminous with or located within cities having fewer than 125,000 inhabitants.

Removes provisions allowing school districts to exceed debt limits through voter approval (60% vote), Regents consent, and State Comptroller consent.

Submits the proposed constitutional amendment to voters at the 2023 general election for approval.
