Authorizes Hatchbrook Sportsmen Club, Inc. to convey approximately 480 acres (Lots 122, 165, and 172, Benson Tract) to the state for incorporation into the forest preserve.

Permits Hatchbrook Sportsmen Club, Inc. and Thomas Gang, Inc. to convey hiking trail easements and conservation easements to the state and a designated land trust, restricting development and subdivision on approximately 434 acres while reserving rights for sustainable timber harvest, camp structures, and habitat management.

Authorizes construction of a new emergency communications tower on Lot 166 with motorized access and utility lines, requiring removal of existing communications infrastructure from the historic fire tower within 180 days of the new tower's completion and restoration of the fire tower for public use.

Grants the state right of first refusal on Lots 166 and 167 and 46 acres of Lot 120, and requires the state to convey 46 acres of Lot 120 to Thomas Gang, Inc. subject to conservation easements and utility easements.

Requires the New York State Police to conduct a study ensuring emergency communications facilities can be properly sited on a modern tower while enabling safe public access to the existing fire tower, with all conveyances to be completed by January 1, 2028.
