Permits liquor wholesalers to transport and sell gifts or promotional items associated with wine or spirit products without violating restrictions on ancillary business activities.

Allows pre-wrapped packages combining liquor, wine, or wine products with complementary merchandise (such as glasses, corkscrews, or gift bags) to be filed as single items on price schedules with the liquor authority.

Expands the definition of permissible non-alcoholic items sold by beer wholesalers at retail to clarify that promotional items associated with wine or spirits may be sold.

Permits off-premises retailers (wine shops, liquor stores) to sell associated promotional items, gift bags, and gift boxes for alcoholic beverages without being considered as engaging in another business.

Takes effect 90 days after enactment.
