Amends the Alcoholic Beverage Control Law to allow retail licensees to purchase alcohol from manufacturers and wholesalers using business payment cards (credit or debit cards issued for business use).

Defines "business payment card" as cards issued to retail licensees for commercial purposes, excluding cards in which manufacturers or wholesalers have financial interests or that benefit them.

Requires manufacturers and wholesalers accepting business payment cards to clearly state both the final cash invoice amount and the final business payment card invoice amount on invoices to retail licensees.

Allows retail licensees to choose any permitted payment method even after receiving an invoice showing both cash and card payment amounts.

Does not require manufacturers or wholesalers to accept business payment cards, but mandates equal terms for all retail licensees if payment method is offered; takes effect immediately.
