Authorizes the Department of State to impose fines up to $2,000 on state certified or licensed real estate appraisers as a disciplinary measure, in addition to existing suspension or revocation authority.

Allocates 50% of all fines collected from real estate appraisers to the anti-discrimination in housing fund established under State Finance Law § 80-a.

Requires the Department of State to provide written notice at least 20 days before disciplinary hearings involving fines, suspensions, or revocations of real estate appraiser certifications or licenses.

Designates anti-discrimination in housing fund moneys for fair housing testing, including specifically testing real estate appraisers, and grants to human rights commissions and agencies specializing in preventing unlawful housing discrimination.

Takes effect immediately, with a conditional provision that if Chapter 687 of the 2021 laws has not taken effect by then, Section 4 takes effect on the same date as that chapter.
