Amends Insurance Law Section 3458(b) to permit electronic delivery of notices and documents required under the insurance law, vehicle and traffic law, and workers' compensation law for property/casualty insurance transactions, provided they meet requirements of Article 3 of the State Technology Law.

Allows electronic notices to be sent to an electronic address not specified in the insurance policy, even when the policy requires mailed or delivered notices to a specified address.

Amends Vehicle and Traffic Law Section 313(1) to recognize electronic notices complying with Insurance Law Section 3458 as sufficient for vehicle insurance notice requirements.

Amends Workers' Compensation Law Section 54(5)(a) to recognize electronic notices complying with Insurance Law Section 3458 as sufficient for workers' compensation notice requirements.

Takes effect immediately upon enactment.
