Authorizes the Village of Mineola in Nassau County to discontinue and alienate 8,852 square feet (0.2032 acres) of parkland located on Eighth Avenue for construction of water treatment facilities.

Requires the Village to acquire and dedicate replacement parkland of equal or greater fair market value that has never been used for park purposes, located on Emory Road containing 21,222 square feet (0.4872 acres).

If replacement parkland is smaller in value than alienated parkland, the Village must dedicate the difference in fair market value toward acquiring additional parklands or funding capital improvements to existing park facilities.

Prohibits alienation of the parkland until the County of Nassau complies with all applicable federal requirements, including obtaining approval from the Secretary of the Interior that replacement lands are equivalent in fair market value and usefulness.

Takes effect immediately upon enactment.
