Department of Economic Development, in conjunction with Empire State Development Corporation, Department of Education, Office of Parks/Recreation/Historic Preservation, Department of Environmental Conservation, Department of State, and New York State Council on the Arts, shall conduct a comprehensive study on public and private museums in the state

Study shall include a census of museums documenting size, hours of operation, visitor statistics, funding sources and amounts, and collection subjects

Study shall identify benefits, shortfalls, and consequences of different public and private funding sources for museums

Study shall provide recommendations on adequacy of funding, equitable fund distribution regardless of discipline or location, museum accessibility, and feasibility of a single reporting system with oversight

Report with findings, recommendations, and proposed legislation shall be filed with the governor, senate president, and assembly speaker within one year of the act's effective date
