Authorizes the City of Rye city council to adopt a local law establishing a residential parking permit system on Mead Place to address parking shortages caused by visitors, commuters, and train passengers.

Exempts motor vehicles registered under vehicle and traffic law section 404-a from permit requirements.

Requires that at least 20 percent of parking spaces remain available to non-residents with short-term parking of at least 90 minutes duration.

Prohibits permit requirements on streets or street portions where adjacent properties are zoned for commercial/retail use.

Requires the city council to hold a public hearing before adoption and specify in the ordinance the operating hours, fee schedule, and necessitating factors for the parking system.
