Authorizes the Village of Floral Park in Nassau County to establish a residential parking permit system through adoption of a local law or ordinance.

Parking system may only be implemented in a specifically defined area bounded by Plainfield Avenue, Magnolia Avenue, Ward Street, and other named streets, with provisions allowing permits on both sides of boundary streets but not on state highways.

Requires that at least 20 percent of parking spaces remain available to non-residents with short-term parking of at least 90 minutes, and exempts vehicles registered as disabled from permit requirements.

Local law must specify implementation times and days, set permit fee schedules, establish factors necessitating the system, and credit all fees to the village's general fund.

Requires a public hearing conducted in accordance with municipal home rule law procedures before adoption of any ordinance.
