Authorizes the Culinary Institute of America, a not-for-profit 501(c)(3) institution in Hyde Park, Dutchess County, to manufacture beer, spirits, cider, wine, and mead as an alcoholic beverage manufacturer or wholesaler.

Defines the specific property in Hyde Park where manufacturing is permitted through detailed legal descriptions in Schedule A and Schedule B, comprising approximately 171.33 acres.

Imposes two restrictions on the premises that automatically terminate five years from the deed date: prohibits live entertainment (bands, DJs) and requires business closure by 11:59 p.m. daily if alcoholic beverages are served.

Exempts the Culinary Institute of America from certain prohibitions and restrictions on financial arrangements with licensed manufacturers, wholesalers, or retailers for education purposes including student scholarships, building sponsorships, and event sponsorships that advance the institute's academic mission.

Repeals Subdivision 7 of Section 101 of the alcoholic beverage control law.
