Removes sunset dates (expiration deadlines) for the Department of Environmental Conservation's regulatory authority over multiple marine species, making their management authority permanent rather than temporary.

Extends the expiration date for American lobster management regulations from December 31, 2024 to December 31, 2027 under the Interstate Fishery Management Plan.

Eliminates time-limited authority for managing striped bass, oysters, clams, scallops, whelk, crabs, sharks, bluefish, weakfish, flounder species, blackfish, scup, black sea bass, monkfish, and various fish species including cod, eel, sturgeon, herring, shad, and squid.

Creates a new "Marine Mammals and Sea Turtles Protection Act" authorizing the Department to adopt regulations protecting marine mammals and sea turtles, including restrictions on harassment, viewing, feeding, and interacting with these species.

Takes effect immediately upon enactment.
