Amends the elder law to lower the income threshold for exemption from private pay protocols for aging programs from 400 percent to 250 percent of the federal poverty level.

Prohibits private pay protocols from being applied to participants with incomes below 250 percent of the federal poverty level or those receiving services funded with federal dollars or federal matching funds.

Requires private pay revenues to first reduce unmet service needs, then support and enhance existing programs, and prohibits supplanting of state, federal, or county funding.

Guarantees no current participants shall be required to pay for services they are already receiving when private pay protocols are implemented.

Mandates priority for programs and services remain with individuals with greatest economic or social needs, with services to those below 250 percent of poverty level provided before private pay participants when capacity is limited.
