Amends the definition of "biodiesel" to "biofuel" to include both B100 biodiesel and R100 renewable hydrocarbon diesel that meet ASTM specifications.

Establishes mandatory bioheating fuel blending requirements: 5% biofuel starting July 1, 2022 statewide; 10% starting July 1, 2025; and 20% starting July 1, 2030.

Allows the governor to temporarily suspend these requirements via executive order if adequate biofuel supply is unavailable or compliance would cause financial hardship to consumers.

Prohibits sale of bioheating fuel that would void manufacturer warranties unless the bioheat provider provides written warranty coverage matching the original equipment warranty.

Allows New York City to maintain its own bioheating fuel percentage requirements if they are equal to or greater than state requirements.
