Creates a new civil rights cause of action for individuals who exercise or facilitate reproductive and endocrine health care rights protected under New York law and subsequently face litigation or criminal charges in any U.S. court for doing so.

Allows persons to sue anyone who commences legal action against them based on accessing, providing, or facilitating protected medical care including abortion, contraception, pregnancy services, and gender-affirming endocrine care.

Authorizes recovery of compensatory damages, costs, and attorneys' fees for any demonstrated unlawful interference; punitive damages available if the action was commenced to harass, intimidate, punish, or maliciously inhibit exercise of protected rights.

Establishes a six-year statute of limitations for actions under this section and requires all cases be brought in New York Supreme Court.

Takes effect immediately upon enactment.
