Expands informal caregiver training programs to include adults and children with special needs, replacing the previous focus on frail and disabled persons.

Defines "adult with a special need" as persons 18 years or older requiring care or supervision to meet basic needs, prevent injury, or avoid institutional placement; defines "child with a special need" as individuals under 18 requiring care beyond that required of children generally.

Includes foster parents and unpaid adults in the definition of informal caregivers who provide in-home monitoring, management, supervision, or treatment.

Requires the director to develop person-centered training curricula that are adapted to various disabilities and sensitive to racial, ethnic, and community characteristics, and to coordinate with existing coalitions and organizations.

Eliminates the biennial reporting requirement to the governor and legislature regarding program operation, caregiver profiles, and program outcomes.
