Authorizes the Department of Environmental Conservation to establish a deer management pilot program in the town of Southold with authority to set hunting seasons, regulate methods of take, and establish bag limits.

Permits use of firearms for deer hunting without acreage minimums and allows hunters aged 12-13 to hunt deer with adult supervision, including from tree stands designed for multiple occupants.

Authorizes a special January firearm season and allows the department to regulate crossbow use, establish hunter compensation programs, and create incentives for public hunting on private land.

Allows qualified professionals to conduct deer culling under special permits with relaxed regulations including use of bait within 300 feet of roads, shooting from vehicles, and sound-suppressed firearms.

Takes effect immediately upon enactment.
