Adds a new parcel of land in Bay Shore, Suffolk County to the list of locations where specific alcoholic beverage licensing exemptions apply, allowing a manufacturer licensee at that location to be designated as the brand owner for registration and price scheduling purposes.

Adds five new parcels (identified as Parcel A through G in Manhattan and Hudson) to the alcoholic beverage control law with restrictions on retail licensees' ownership interests in manufacturers or wholesalers, including prohibitions on direct purchases and limits capping at 15% the annual dollar value of alcoholic beverages purchased from affiliated manufacturers.

Permits retail licensees at specified Manhattan locations (Parcels A and G) to designate a manufacturer licensee located in Bay Shore as the owner of beverage brands for label registration and price scheduling, notwithstanding other statutory restrictions.

Automatically repeals the new parcel provisions upon sale or transfer of the affected properties, unless the licensee immediately obtains a leasehold interest, in which case the provisions expire upon lease termination.

Requires the State Liquor Authority to notify the Legislative Bill Drafting Commission upon any sale, transfer, lease termination, or non-renewal affecting the designated parcels to maintain accurate statutory records.
