Amends Public Authorities Law Section 1069 to replace the Erie County Water Authority's existing competitive bidding requirements with procurement procedures under General Municipal Law Sections 101 and 103.

Eliminates the current requirement for sealed bids, newspaper publication, and the ten-day advance notice for contracts over $5,000.

Preserves the authority's ability to perform construction directly through its own officers, agents, and employees.

Allows the authority to contract with public utilities for operation and maintenance of water supply systems for terms up to five years without competitive bidding requirements.

Takes effect immediately upon enactment.
