Establishes the Flax Pond tidal wetlands sanctuary in the village of Old Fields, Suffolk County, comprising 146.162 acres of tidal wetlands to protect areas of special ecological significance.

Designates the sanctuary to be managed by the Department of Environmental Conservation in cooperation with Stony Brook University as a long-term field laboratory for academic research, education, and public connection to natural areas.

Prohibits hunting, fishing, trapping, and motor boat use in the sanctuary as incompatible with its primary purposes and management goals.

Defines "motor boat" to include mechanically propelled vessels and detachable outboard motors, with violations punishable by a fine of up to $100 or imprisonment up to 10 days.

Exempts emergency and rescue vessels and vessels operated by federal, state, or local government agencies from the motor boat prohibition.
