Allows these deputy sheriffs to participate in the 25-year plan under section 551 of the Retirement and Social Security Law despite missing the original application deadline due to reasons beyond their own negligence

Requires Clinton County to file a resolution with the State Comptroller within 180 days of the law's enactment certifying that the three deputy sheriffs did not bar themselves from participation through their own negligence

Requires the affected deputy sheriffs to individually file participation requests with the state within one year of the law's effective date to become covered under section 551

Clinton County must bear all employer past service costs, estimated at approximately $4,770 as a one-time payment or $1,070 annually if amortized over five years, plus approximately $1,500 in increased annual contributions for fiscal year 2023
