Increases the maximum work amount per building from $10,000 to $20,000 under the RESTORE program for emergency home repairs for eligible low-moderate income senior citizens.

Removes the requirement for eligible applicants to respond and inspect properties within five business days and start repairs within fourteen business days after assessment.

Allows repairs to be completed within sixty business days of start date, with the commissioner able to grant additional time for good cause.

Increases the allowable percentage of contract amounts that eligible applicants can spend on planning and administrative costs from 7.5% to 10%.

Takes effect immediately upon enactment.
