Amends Social Services Law Section 364-j to require the Commissioner of Health to provide public notice when making changes to the model contract with managed care providers in the medical assistance program

Public notice must be posted on the Department of Health website and published in the State Register prior to finalizing contract changes or submitting amended contracts to the Centers for Medicare and Medicaid Services for approval

Requires public notice for any requests for proposals issued by the department for managed care providers to participate in the managed care program

Takes effect 60 days after becoming law, with provisions automatically repealing if Section 364-j is repealed
