Amends the New York City Charter by adding a new section 1807 requiring the Department of Housing Preservation and Development commissioner to submit an annual report on the Tenant Interim Lease (TIL) program.

First report must be submitted by February 1st following the effective date, with subsequent reports due annually thereafter to the Governor, State Senate President, State Assembly Speaker, Mayor, and City Council.

Report must include funding amounts allocated to the program, how funds were utilized, current buildings and participants in the program, and recommendations to improve program effectiveness.

Takes effect immediately upon enactment.
