Commissioner of the Office for People with Developmental Disabilities must develop a comprehensive housing plan by January 1, 2024, and annually thereafter, in consultation with the developmental disabilities advisory council and stakeholders.

Housing plan shall include new proposals for a continuum of housing and services in the least restrictive settings, and identify regulatory or statutory barriers to innovative housing models.

Commissioner must annually publish information on the office website regarding residential housing opportunities, including number of sites by geography, vacancies, unmet needs, and closures or conversions.

Beginning April 1, 2023, commissioner must utilize federal housing and urban renewal data or New York state home and community renewal data to determine rental and housing subsidies, with website updates at least annually.

Commissioner must establish a pilot program by April 1, 2024, to expand who may be paid to provide community habilitation and respite services, with results and findings reported to the governor and legislative committees by September 30, 2025.
