Amends New York City administrative code to allow traffic enforcement agents who become police officers to count their prior service time toward police department retirement and pension eligibility.

Requires officers to pay back contributions to the police pension fund retroactively for the period they served as traffic enforcement agents in order to participate in pension benefits.

Applies to officers who transferred to the police force or were appointed through competitive examination, regardless of civil service law restrictions on transfers.

Allows current police department members to buy back service credit for their previous employment as New York City traffic enforcement agents.

Takes effect immediately upon enactment.
