Transfers authority to grant easements from the board of commissioners of the land office to the Commissioner of General Services, with consent of the Department of Environmental Conservation instead of the SUNY Board of Trustees.

Changes the location of the easement from two parcels at the State University Agricultural and Technical Institute at Farmingdale to a portion of the Stony Kill Farm Environmental Education Center under DEC jurisdiction in Dutchess County.

Replaces the detailed 1957 property descriptions with a new, more accurate survey description containing 12.29 acres in the Towns of Fishkill and Wappinger, County of Dutchess.

Authorizes Central Hudson Gas and Electric Corporation to construct and maintain electric transmission lines on the state lands under terms and conditions deemed necessary and appropriate by the Commissioner of General Services.

Takes effect immediately upon enactment.
