Permits discontinuation of air rights over parkland (Areas C and D totaling approximately 0.12 acres) for construction of pedestrian bridges connecting the L, J, Z, A, and C subway lines.

Allows temporary discontinuation of parkland in Areas E and F (totaling approximately 0.33 acres) for use as construction staging areas during project duration, with restoration to park use upon completion.

Requires the City to dedicate replacement parkland on Sackman Street (approximately 0.25 acres) or contribute the difference in fair market value toward acquiring new parklands or capital improvements within Brooklyn.

Mandates compliance with federal requirements for park land alienation and requires the Metropolitan Transportation Authority to restore temporarily used areas to park purposes upon construction completion.
