Authorizes the Town of Greenburgh to discontinue and alienate 0.3944 acres of parkland in the Village of Ardsley (identified as Leona Place) to provide an easement for access to the Greenburgh Heights public housing complex.

Requires the Town of Greenburgh to dedicate 1.3971 acres of replacement parkland prior to discontinuing the original parcel, on land the town has never previously used for public open space or park purposes.

Mandates the Town of Greenburgh contribute the difference in fair market value between the alienated and dedicated lands toward acquisition of additional parklands or capital improvements to existing park and recreational facilities if the replacement land is worth less.

Requires the Town of Greenburgh to comply with all federal requirements and obtain approval from the Secretary of the Interior before alienating the parkland if the original parcel received any federal funding support or assistance, with replacement dedication or improvements to occur within one year.

Takes effect immediately upon enactment.
