Modifies annual reporting requirements to reference "the dollar amount threshold for making procurements without a formal competitive process" rather than a fixed $150,000 amount, allowing the threshold to adjust with future rule changes.

Requires annual reports to the governor and state legislature beginning October 1 of the first full calendar year following adoption of implementing rules, detailing procurements from certified minority and women-owned businesses versus all other businesses.

Requires annual reporting on the number of certified minority or women-owned businesses capable of performing the specific type and scale of work for each procurement.

Takes effect immediately upon passage.
