Requires cities with a population of one million or more to mail notice of wetland development applications to owners of record of land located within one thousand feet of the proposed activity.

Mandates public hearings on wetland permit applications in cities with one million or more residents, unless no objection is filed or the activity is determined to be minor in nature.

Requires applicants to publish notice of hearings in two newspapers of general circulation at least twenty-one days prior to the hearing date.

Extends notification period for adjacent landowners from fifteen days to twenty-one days prior to public hearings on freshwater wetland development.

Makes all applications, maps, and related documents available for public inspection at the county clerk's office in cities with one million or more residents.
