Designates boards of elections as public bodies subject to open meetings requirements under the Public Officers Law.

Requires county boards of elections to publish comprehensive election notices at least 30 days before primary elections and general elections, including polling place information, early voting dates, mail ballot deadlines, and sample ballots in all major languages.

Allows any registered voter in a county to vote at any polling place within that county, requiring boards to provide ballots for all election districts at each location.

Mandates public posting and announcement of election results outside guard rails where members of the public can view, photograph, and video tabulation results.

Requires boards of elections to hold public hearings within two weeks after elections to allow voters and non-voters to provide feedback on the election process.

Expands the Committee on Open Government's authority to appoint watchers at elections and canvassing proceedings without partisan affiliation limits.

Requires posting of unofficial election results by election district, broken down by ballot type (early, election day, absentee, etc.), updated at least every 24 hours in downloadable spreadsheet format.
