Adds new enforcement provisions to Labor Law Section 27-d allowing the Commissioner of Labor to assess civil penalties for employer violations related to workplace safety committees, including failure to recognize such committees.

Establishes civil penalty range of $1,000 to $10,000 for initial violations of workplace safety committee provisions.

Increases civil penalty range to $1,000 to $20,000 if the employer has previously violated these provisions within the preceding six years.

Authorizes the Commissioner to order additional appropriate relief, including enjoining employer conduct, in addition to any other remedies permitted by law.

Takes effect immediately upon enactment.
