Commissioner of General Services must require that components, parts, and final assembly of zero emission vehicles and charging/fueling infrastructure procured by the state be produced or made in whole or substantial part in the United States, its territories, or possessions.

Commissioner may waive domestic content requirements if they determine such requirements would not be in the public interest, result in unreasonable costs, increase contract costs unreasonably, or if components cannot be produced in sufficient quantities or satisfactory quality in the United States.

Annual waiver determinations must be made by December 31st after public notice and comment, posted publicly on the Office of General Services website with detailed findings; after three consecutive years of no waivers, annual determinations are no longer required.

State employees' employment rights, collective bargaining agreements, civil service status, and compensation cannot be altered by this act, and the Office of General Services must create a workforce development report estimating job impacts and providing employee retraining plans before beginning zero emission vehicle procurement.

Office of General Services must notify employees' collective bargaining representatives of any potential impacts on positions affected, altered, or eliminated by the proposed vehicle purchases or leases.
