Adds specific ex officio voting members including designees from the Education Department (IDEA oversight), Office for the Aging (Older Americans Act), and Health Department (Medicaid/Medicare oversight), with authority to engage in policy planning

Maintains requirement that at least 60 percent of council members consist of persons with developmental disabilities or their parents, guardians, or immediate relatives, with one-third from each category plus additional flexibility for mixed representation

Updates language to include "provider nonprofit agencies" among non-governmental organizations represented on the council
