Establishes the "Advanced Building Codes, Appliance and Equipment Efficiency Standards Act of 2022" to promote clean energy, climate goals, and greenhouse gas reduction in building construction and appliance standards.

Updates building energy codes to reference the most current ASHRAE 90.1 standard for commercial buildings and International Energy Conservation Code for residential buildings, with provisions for adopting standards exceeding these baselines when cost-effective over the building's design life.

Expands appliance and equipment efficiency standards to cover 38+ new product categories including computers, LEDs, water fixtures, commercial kitchen equipment, air compressors, and electric vehicle charging equipment, with authority to adopt federal standards or establish state standards when federal preemption is waived.

Creates enforcement mechanisms allowing the Department of State Secretary to investigate violations, issue cease-and-desist orders, impose civil penalties up to $500 per violation ($100/day continuation), and conduct hearings; authorizes the NY State Energy Research and Development Authority President to conduct testing and negotiate settlements.

Requires the authority to establish life-cycle cost analysis methodology for evaluating cost-effectiveness of standards and mandates public meetings in disadvantaged communities before adopting efficiency standards.
