Extends the Department of Environmental Conservation's regulatory authority over crab management from December 31, 2023 to December 31, 2024

Authorizes the department to establish minimum and maximum size limits, catch and possession limits, open and closed seasons including lunar closures, and closed areas for all crab species including horseshoe crabs

Prohibits the harvest of crabs in amplexus (mating position) and restricts manner of taking, landing, and transportation of crabs

Grants the department authority to set commercial catch limits for Jonah crabs taken by commercial crab permit holders and New York commercial lobster license holders

Requires all crab management regulations to comply with Atlantic States Marine Fisheries Commission fishery management plans and Federal Fishery Conservation and Management Act provisions
