Requires the Metropolitan Transportation Authority to establish and implement a vegetation management policy in consultation with the Long Island Rail Road and Metro-North Commuter Railroad Company.

Policy must be consistent with Federal Railroad Administration regulations and include guidelines for communication with local governments and property owners affected by vegetation management actions.

Requires the policy to consider impacts on neighboring properties and communities, with a goal of minimizing negative impacts where operationally feasible.

Mandates meaningful prior written notice when reasonably practicable to community boards, elected representatives, county executives, neighborhood associations, and adjacent property owners before significant vegetation management activities.

Policy must consider potential flooding impacts on neighboring properties resulting from vegetation management or other activities affecting neighboring properties.

Takes effect 180 days after becoming law, with authority to adopt necessary rules and regulations immediately.
