Requires unregistered nonresident establishments to be properly licensed in their home state, with the receiving New York pharmacy maintaining license verification and six-year records of all transfers.

Permits only FDA-registered, non-compounded drugs in original manufacturer's packaging with national drug code, lot number, and expiration date clearly identified; prohibits controlled substances and limits partial-quantity transfers to one per 90-day period.

Restricts sale/transfer prices to a maximum of 100 percent of the drug's Wholesale Acquisition Cost (WAC) and requires immediate notification to the State Board of Pharmacy and FDA if illegitimate, recalled, or counterfeit products are discovered.

Takes effect 90 days after becoming law and subjects unregistered nonresident establishments to New York state jurisdiction and regulatory enforcement for violations.
