Requires a license to purchase or take possession of a semiautomatic rifle (other than assault weapons or disguised guns) for transfers occurring on or after the bill's effective date.

Applications for semiautomatic rifle licenses are made to the licensing officer in the applicant's city or county of residence, employment, or business location, following the same procedures as pistol/revolver license applications.

Creates two new crimes: criminal purchase of a semiautomatic rifle (Class A misdemeanor for first offense, Class E felony for subsequent offenses) and criminal sale of a semiautomatic rifle to unlicensed persons (Class E felony).

Requires semiautomatic rifle licenses to be recertified every five years, with failure to renew resulting in a fine up to $250 and considered in future license application reviews.

Amends the definition of "dealer in firearms" to include those who purchase, sell, or dispose of semiautomatic rifles, and applies on the ninetieth day after enactment for transfers occurring on or after that date.
